Permanent Residency (PR) of Canada

Permanent Residency of Canada grants a person who is not a Canadian citizen, the right to live, study and work in Canada for an indefinite period. An additional benefit to the Canadian PR Holder is an eligibility to apply for Canadian Citizenship after having completed a few years as per law as Canada’s Permanent Resident. 

Permanent Residents of Canada can receive many of the same social benefits that the Canadian Citizens are entitled to, inclusive of becoming the contributing members of the Canada Pension Plan and receiving coverage by their province or territory’s universal health care system. 

All permanent residents can also avail themselves, the rights, freedom and protection of the Canadian Charter of Rights and Freedoms, other than those exclusively granted to citizens.

To become a permanent resident a foreign national must apply to Immigration, Refugees and Citizenship Canada (IRCC), formerly known as Citizenship and Immigration Canada, under one of several programs.

Express Entry

Express Entry, a system used by the Government of Canada to manage the applications received for Canadian Permanent Residency for filling labour gaps through certain economic immigration programs.

For Potential Skilled Foreign Workers, Express Entry is quite beneficial and a speedy process with results accruing six months or less.

Express Entry manages applications for permanent residence under these federal economic immigration programs:

This program is for skilled workers with foreign work experience who wish to immigrate to Canada on a permanent basis. If you wish to migrate and  meet all the below-listed minimum requirements, your application will be evaluated on the basis of:

  • age
  • education
  • work experience
  • whether you have a valid job offer
  • English and/or French language skills
  • adaptability (how well you’re likely to settle here)

Skilled work experience means that you’ve worked in 1 of the below listed National Occupational Classification (NOC) job groups:

  • Managerial jobs (skill type 0)
  • Professional jobs (skill level A)
  • Technical jobs and skilled trades (skill level B)

The Federal Skilled Trades Program is for skilled workers who want to become permanent residents based on being qualified in a skilled trade.

To be eligible, you must

  • meet the required language levels for each language ability
    • writing
    • reading
    • listening
    • speaking
  • have at least 2 years of full-time work experience (or an equal amount of part-time work experience) in a skilled trade within the 5 years before you apply
  • Your work experience must be for paid work

Skilled trades for the Federal Skilled Trades Program are organized under these groups of the National Occupational Classification (NOC):

  • Major Group 72, industrial, electrical and construction trades
  • Major Group 73, maintenance and equipment operation trades
  • Major Group 82, supervisors and technical jobs in natural resources, agriculture and related production.
  • Major Group 92, processing, manufacturing and utility supervisors and central control operators.
  • Minor Group 632, chefs and cooks.
  • Minor Group 633, butchers and bakers.

Provincial Nominee Programs (PNP) 

Provinces and Territories can also recruit candidates from Express Entry through their Provincial Nominee Programs to meet local labour market needs.

This program is for workers who:

  • Have the skills, education and work experience to contribute to the economy of a specific province or territory.
  • Want to live in that province, and 
  • want to become permanent residents of Canada.

Each province and territory has its own “streams” (immigration programs that target certain groups) and requirements. For example, in a program stream, provinces and territories may target:

  • students
  • business people
  • skilled workers
  • semi-skilled workers
